Questions

Why 599 and not 499 like the others?

Because it is the decision with the most money on it in the catalogue. It is the only instrument whose output directly governs how much budget moves, and the cost of getting that wrong is not comparable to the other five.

Does it work outside paid media?

It may, but we do not promise it: its operational evidence comes from paid media and transferability elsewhere is not yet demonstrated. We would rather say it before the purchase than have you find out after.

Can I change a limit mid-test?

You can, and the document will say so with both dates. It does not prevent it: it makes it visible. A criterion moved in silence after the result stops being a criterion.
